An important political institution of NRW is the state parliament, Landtag, which is seated in Dusseldorf. It represents the legislative powers of the state, Bundesland and consists of about 200 members who elect the Prime Minister. The areas of responsibility of the Landtag are limited to representation and management of local and regional interests.

The committees, delegated politicians and their party factions, the president and the plenary meeting are some important components of the parliament. The committees are structured thematically, feminist or municipal politics or finances being some examples. Consultations are carried out for the final decisions of the Landtag. The representative politicians who were chosen by a personalised proportional representation attend these committees.

The factions of the representatives are also important for parliament. The higher their interest in the plenary meeting, the more co-determination is entitled to them. The plenary meeting itself is the uppermost political decisive committee. Furthermore the president of parliament conducts the affairs, represents and leads the Landtag meetings. And petitions of individuals or from groups or associations which refer to the administrative measures of offices and authorities, for instance municipalities, cities, schools, police etc., can be submitted here without bureaucratic hurdles.
